Executive Leadership Team
Clayton Delmarter
Chief Executive
Clayton was appointed as Chief Executive in an interim capacity September 2023, before being appointed to the role permanently in February 2024. He is an energy sector specialist at HRL Morrison & Co, which manages Manawa Energy’s largest shareholder, Infratil Limited. He has over 20 years’ experience in the renewable energy industry in New Zealand, Australia and North America – most recently as the Executive General Manager - Renewable Development at Tilt Renewables. Clayton has a long history with Manawa Energy, having started in the Generation team in 2002. He was instrumental in the development and execution of the company’s renewable energy and irrigation projects until the demerger of Tilt Renewables in 2016. He has been with HRL Morrison & Co since early in 2022. Clayton holds a Bachelor of Science (Technology) from the University of Waikato, a Graduate Diploma in Business Studies (Finance) from Massey University and is a graduate of the University of Oxford Saïd Business School Advanced Management & Leadership programme.
Todd Mead
General Manager Generation
Todd leads our generation operations and new development functions, bringing over 25 years management and technical experience in the renewable energy industry. Todd has led teams developing new renewable energy projects, managed O&M activities and has overseen major refurbishment and upgrade projects in New Zealand, Australia and the US. Todd joined Manawa Energy in 2015 and was most recently Head of Development, focusing on increasing our renewable energy portfolio. Prior to this, he led the Engineering, Project Management and Production teams with strategic asset management and project delivery responsibility for Manawa Energy’s 38 hydro power stations. Todd holds a Bachelor of Mechanical Engineering (First Class Honours) from the University of Auckland, a Master of Engineering Management from the University of Colorado and has completed Melbourne Business School’s Advanced Management Program.
Richard Spearman
General Manager Market Operations
Richard leads our generation market operations, water storage and technology functions. Richard has over 30 years’ experience in the electricity industry and has led projects across the industry, including real-time distribution network and generation operations, transmission systems engineering, IT and OT systems, regulatory, metering, energy trading and generation development. He has also been instrumental in the development and management of Manawa Energy’s water storage business, which supports irrigation supply to key food producing regions. Richard has a formal engineering and business background and is a member of the Institute of Electrical and Electronics Engineers and the Institute of Directors.
Matthew James
General Manager Commercial
Matthew leads our trading, commercial and industrial retail/market operations and business development functions. Matthew brings more than 20 years of experience in the electricity industry, having joined Manawa Energy (then Trustpower) in 2000 having completed a Bachelor degree in Science from the University of Waikato. During that time, he has held leadership roles across retail and commercial and industrial functions supporting growth, product development and building strategic partnerships. His most recent role was Head of Commercial & Industrial/Market Operations.
Jim Pearson
General Manager Environment & Stakeholder Relations (Acting)
Jim has over 30 years of project management experience in the energy industry (renewables and oil & gas). Over the past 18 years he has been heavily involved in the New Zealand and Australian wind sector from scoping, through to consenting, procurement, construction and commissioning. He has an extensive track record in project delivery (wind and hydro) and is a project management expert (PMI Project Management Professional). In the New Zealand and Australian market Jim has been responsible for the construction of over NZ$1 billion of wind sector assets in the past 12 years.
Phil Wiltshire
Chief Financial Officer
Phil leads Manawa Energy’s Finance and Business Performance functions. Phil brings more than 20 years’ experience in CFO roles for companies representing household names like Tip Top, Mainland, Vogels and Healtheries. His achievements include leading Mainland through substantial changes in the dairy industry in the early 2000s and the successful listing of Vitaco Health Group on the ASX in 2015. Phil is a member of Chartered Accountants Australia and New Zealand and holds a Bachelor of Commerce from the University of Auckland.
Deborah Sinclair
General Manager People & Culture
Deborah leads Manawa Energy’s people and culture function. Deborah brings more than 20 years’ experience in people and culture roles and has held senior roles at Chorus, Paymark (now Worldline NZ) and Waka Kotahi NZ Transport Agency. Her achievements include playing a significant role in being awarded ‘Best Employer’ by the Aon Hewitt Best Employer Programme for multiple years at Chorus, and the design of an award-winning leadership programme at Paymark. Deborah holds a Bachelor of Commerce from Victoria University of Wellington.

Deion Campbell
Board Chair and Non-Independent Director
Deion is an Operating Partner with HRL Morrison & Co, where his significant energy infrastructure project delivery and general leadership experience helps secure and manage the investments in energy and related infrastructure for a variety of their clients. Prior to this, Deion was the CEO of one of the most successful renewable energy platforms in Australasia, Tilt Renewables. Deion also spent 15 years in the generation division of Manawa Energy (then Trustpower), which included delivering growth projects (wind, hydro and irrigation) and several years as General Manager, Generation. Deion joined the Board of Transgrid, the transmission network operator for NSW in Australia, in 2022. Deion holds a Bachelor of Electrical Engineering (Hons) and a Master’s in Electrical Engineering from Canterbury University (NZ), has completed executive training at INSEAD, is a Fellow of Engineering NZ and is a Chartered Company Director.
Sheridan Broadbent
Independent Director
Sheridan is Chair of Pipeline and Civil Limited and an independent, non-executive director of Spark. She is deputy chair of the New Zealand Business Leaders’ Health and Safety Forum, a member of the Australian Institute of Company Directors, Global Women Inc., Te Runanga o te Ngāti Maru, and New Zealand Institute of Directors. Sheridan was Chief Executive of Counties Power, held executive roles with Genesis Energy and Downer Group and was a director of Transpower Limited. Sheridan holds a Bachelor of Commerce from the University of Auckland and is a graduate of the Harvard Business School Advanced Management Program. Sheridan was first appointed to the Manawa Board in 2021, and was re-elected at the 2024 ASM.
Joanna Breare
Independent Director
Joanna joined the Board in 2021 after retiring as chief executive of Todd Energy, chair of the Petroleum Exploration and Production Association of New Zealand, and chair of the Taranaki 2050 Lead Group working towards a low emission economy. She has worked for BP, Shell, Shell Todd Oil Services and Flecther Challenge Energy. Joanna oversaw the expansion of the onshore Mangahewa natural gas field, the acquisition of the onshore Kapuni natural gas field from Shell and the Kapuni Gas Treatment plant from Vector. She is currently the Chair of Venture Taranaki. Joanna holds a Bachelor of Science (Hons) and a PhD in Geology from the University of London. Joanna was re-elected to the Manawa Board at the 2024 ASM.
Phillippa Harford
Non-Independent Director
Phillippa was Chief Financial Officer of Infratil Limited for 8 years up until December 2023 and Deputy Chief Financial Officer of Infratil for the 2 years prior. Phillippa has over 20 years of experience across Head of Tax roles for New Zealand infrastructure companies and held tax advisory roles at PwC in New Zealand and offshore. Phillippa is a director of Retire Australia and Chair of the One New Zealand (formerly Vodafone New Zealand) group of companies. She is a Partner at Morrison, the Investment Manager for Infratil Limited, and leads Morrison’s Inclusion and Diversity Forum. Phillippa is a Fellow of the Institute of Chartered Accountants, a commerce graduate from Victoria University and has a Diploma in Corporate Finance from Chartered Accountants, Ireland.
Michael Smith
Non-Independent Director
Michael brings extensive governance experience in both private and listed entities. He chairs Craigs Investment Partners Superannuation Management Limited and was a director of Port of Tauranga Limited for 16 years during its growth to New Zealand’s preeminent port. Michael holds a Bachelor of Laws from Victoria University of Wellington and has practised as a commercial lawyer since 1985. He was a partner at Tauranga law firm Holland Beckett Solicitors from 1985, becoming a consultant in 1995 to pursue external business opportunities. Michael is a fellow of the New Zealand Institute of Directors.
Joe Windmeyer
Non-Independent Director
Joe Windmeyer is a partner in the corporate advisory team at Russell McVeagh, specialising in corporate and commercial law. Joe’s practice has a particular focus on mergers and acquisitions, joint ventures and securities work. He has 30 years of experience advising clients in the energy sector. He has been named ‘Lawyer of the Year’ for Corporate Governance and Compliance Practice in the 2024 Best Lawyers New Zealand Guide. Joe holds a Bachelor of Laws (Honours) and a Bachelor of Commerce from the University of Auckland.
